TX321 / TX320 GPS Update 3

- Fixed the "GIN" ASCII command to return the expected "OK" response when no error occurs. Previously no response was being issued.
- Removed a positive four year offset that was mistakenly added in the binary internal time (0xFF 0x01) and the read GPS data (0x0F) commands.
